As mentioned earlier Facebook Flex is a version of Facebook that allows you to connect to Facebook without any data charges. This version of Facebook exist ever since and is know by the nameFacebook Zero(https://0.facebook.com) which is an initiative undertaken by social networking service company Facebook in collaboration with mobile phone-based Internet providers, whereby the providers waive data (bandwidth) charges (also known as zero-rate) for accessing Facebook on phones via a stripped-down text-only version of its mobile website

Now, once you are in possession of the above mentioned requirements, you are set to use Facebook Flex. From your Smartphone, you just need to activate your data connection then launch your facebook App(Facebook or Facebook lite) to have access to Facebook Flex. Also, with this service, mobile users can send and receive instant messages via Facebook Messenger App.
